If you can't wear bright colors on New Year's Eve, when can you wear them? I'm not one to go all out with a bold hue, but a hint of tint? No problem. Inspired by the Fall Proenza Schouler runway makeup, I used Mark Metalliner ($5) to draw a thin line of shimmery blue along my upper lash line. This liner gets the thumbs-up from me because it's inexpensive, the color is bright, and the tip is extremely thin — so it's easy to use even if you're a liquid-liner novice. And even in a blurry camera-phone shot, it grabs your attention. So go ahead, have a little fun with your makeup tonight — or make it a resolution to do so in 2009.

The kit, Stila Eyes & Shine Smudge Pot Trio Gel Eyeliner ($32), contains black, bronze, and gray shades — all must-haves for the ultimate smoky eye. Bella reviewer Scully was a fan, giving the set four out of five stars. And now, take it away, Scully:
"For years I've stayed away from gel/cream eyeliners because my hand is not very steady — boy was I missing out! For me, this was the best purchase I have made lately. You get three colors that are universally flattering and the product stays put. I can apply at 5 a.m. and by 9 p.m. this stuff looks freshly applied and going strong. The texture is creamy and glides on effortlessly. I took one star away only because it is very hard to remove if you make a mistake — but on the flip side — that's why it's so long-lasting. I would recommend this to anyone."

You probably know that Cleopatra was a big fan of the heavy-handed dark eyeliner, and with Halloween looming right around the corner, now’s a perfect time to do a little experimenting with eye makeup yourself. How bold will you go?

"It's no lie that I absolutely LOVE Blacktrack Fluidline by MAC ($15) for a crisp cat eye. But when I want a softer look, I won't use anything but the Perfect Point pencil. I have this pencil in three different colors and have yet to find anything better. The smudge tip is very handy . . . and the liner stays put throughout the day. What more could you need? A huge bonus for me is that I can easily go to any drugstore and pick it up."
It's said that eyeliner was used on the eyes of Ancient Egyptians and Mesopotamians, who applied black lines for practical purposes (keeping sun out of eyes) and aesthetic effects (à la Cleopatra). Fast forward to modern times, and eyeliner is still rocking it, with just a few more shades than kohl black.

...and Padma and even Anne. In the most recent issue of Allure, I read a cool tip that Top Chef's Padma Lakshmi follows to create Sophia Loren-esque eyes. First, she starts by applying some black eyeliner to her lash line, then adds a blue liner on top. Simple, easy, and sexy — a classic look.
Usually, having any black and blue anywhere on my body is something I try to avoid, but we're talking Sophia Loren here, so I just had to try to duplicate this look. I began by drawing a winged out, heavy-on-the-outer-corners black line, then smudged on a deep navy liner powder. The results were dramatic, trendy, and oh-so 1960s chic.
